What’s Behind the Arms Buildup in the Balkans


No one wants a Balkans arms race, even if it’s a “mini” one. Last May, when Croatia bought a dozen used Rafale fighter jets for $1.2 billion, the Associated Press described it as part of a “mini arms race” with Serbia.
