FBI should be wary of attorney general's directive on school board threats

It may come as a surprise to many Americans, but the FBI does not have to follow Department of Justice (DOJ) dictates in every case. The attorney general, as a Cabinet member, largely will hew to the policy agenda of the presidential administration he or she serves.
